So I just installed a new computer for a family member – a very vanilla installation of Windows 8.1 and the main request for was Skyping Spanish family – easy enough I thought. How wrong could I be?!! The existing webcam a Philips SPC900NC/00 is listed as being compatible with Windows 8.1 according to Microsoft, even though the Philips website does not list drivers explicitly for Windows 8.1, but I did find that Microsoft provides the Philips drivers so it should automatically detect and install. It did – when I connected it, Skype could see the camera – brilliant, nice and easy plug and play – just what USB has been trying to achieve for years, finally it has managed. So the next day I get a call – no camera working in Skype. A bit of remote connectivity later and sure enough – Skype does not find any webcam.

I checked with VLC – yep, works just fine. Tried with the built in ‘Camera’ app with Windows 8.1 – “There is a problem with the camera”. Device manager shows two Philips devices listed under Sound, Video and Game Controllers – one camera, one microphone. The microphone works fine in Skype, but no joy with the camera. Great, a Windows 8.1/Skype issue then.
I found unplugging the webcam and moving to a new port achieved nothing. However, if in Device Manager I was to Uninstall the webcam then re-scan for Hardware Changes, then go back to Skype – bingo, it works. Reboot the computer and it is back to square one – visible to VLC, fine in Device Manager but no go with Skype. So I figured there must be a way to automate this uninstalling and rescanning of devices, and if only I could run this at startup. Success achieved – with a batch file, devcon and Task Scheduler. See the script below – not the requirements (devcon).
